I have suggested to a number of my students join a local Toastmasters group where you will be in the constant company of English speakers who have only one goal: to learn to use English effectively for public speaking. Every speech is evaluated, and grammar checked. There is nothing better than Toastmasters to improve your English skills. Also, reading helps a lot by adding to one's vocabulary.

As you build familiarity and have continuous exposure to proper usages of the language, automatically fluency will improve. Start with a simple coaching plan which gets you started in the direction of learning - this is purely to build your confidence and then gradually, at every instance, start using English to communicate. Start reading- I can't tell you enough about the importance of reading- starting with the Newspaper, comic books, any kind of book, for that matter will improve vocabulary thereby improving retention and recall. Last but not least, join English speaking groups- Check out Toastmasters International- it's a wonderful not for profit organization that started in the US in the 1920s specifically to help people with speaking.
