I studied English as a third language and never spoken a sentence in English till I entered college (for degree program) but I say it with conviction that I speak and write better English than many who studied English as a first language. And I know many others who studied English as third language and are much better than many who studied English as first language. It happens due to phonetics and regional effect. Perhaps your question is why the English speaking people do not pronounce it as it is by the rest. The letter is Roman. So Romanian will use the letter differently than English speakers will. The word CAR will be pronounced differently by an American, British, Russian, and Indian.
Russians and Indians, in this case, will stress upon the letter R whereas the American and British will leave their tip of the tongue not touching their palate at all. Hence, it will sound as if not pronounced at all to a person who is not exposed to their accent and diction.
