This system is a brainchild of British rulers. The East India Company came to India to make money from Indian people than buying raw materials from them, sending it back to Great Britain to support the industrial revolution. When the British become the ruler, they started collecting tax, but they found that collecting tax by visiting every individual is hectic. So, they established a system. They asked Zamindars to collect all the tax than give it to the officers who are known as collectors. Than collectors used to give them to the commissioners who used to take their commissions from the zamindars. Now Zamindars found it a profitable business. They collect more and pay less to Britishers.

Let's consider three layers  Britishers - Zamindars- Cultivators.

Now as you know, Zaminadrs supposed to collect taxes from cultivators. If cultivator does not pay taxes, the zamindar used methods to get it, i.e. zamindars hired Lathiyals sometimes they will confiscate the land of the cultivator. There waws continuous droughts, wet droughts, so the cultivators were not able to pay taxes. In some cases, the cultivator had to take a loan to pay taxes to he become indebted. It created social tension between zamindars and cultivators. At the same time, it was identical with zamindars too; they also had to pay revenue to Britishers else their zamindari ceased to exist. So basically the zamindars and cultivators were exploited by colonial govt.
