There cannot be a better alternative for either courses, As both the courses are related to each other but if the college provides specialisations and certifications in cyber security and you are passionate about cyber security you can take it. On the other hand if your goals are more towards the development industry CSE is a good fundamental choice as you could switch into Cyber Security at a later stage but with better basics.

The uaage of VPN allows you to surf through the internet with better anonymity than just using incognito browsers. It encrypts the internet traffic that makes it harder for anyone to recognise your presence on the internet. Which also unlocks access to geo-restricted services. But just using a VPN can only grant so much protection, if it is a commercial VPN its better to learn to use your own VPN to further improve the security application of a VPN.
