First learn and understand all the concepts related to the topic.

Try to solve the solved questions without looking at the solution. If you are not able to solve then look the solution given in your text book. Understand it, and then try to solve the same question without looking at the solution.

Then try to solve the exercise (the unsolved questions) in your text books.

Understanding the concepts, and solving easier problems will help you solve the difficult ones. To understand the concepts, you can also take help of online videos.

No, because if you round off to 59.4%, you will get 59%. If it could have been 59.5% or more, then you could have round it off to 60%.
