Please don't put too much pressure on him first; introduce him to shows with English subtitles and some audiobooks of his favourite genre. Also, ask him to pick out ten new words every week from these activities and note them down with meanings.
Also, ask him to read a classic story and sometimes make him read that loud, which will improve his reading abilities. If you keep on developing this as a habit, you'll eventually notice the development in him.
Not putting too much pressure on him and making it a fun activity will make him interested in learning and understanding the language.
