In general, that is true; it depends on the dialect, though some English dialects are Rhotic, which means R after a vowel is pronounced others are non Rhotic, which means they don’t. In some parts of the US East coast, notably Boston, this is the case. However, some parts of the UK do pronounce the R. From what we can tell looking at 17th century English the R was always pronounced but then in the 18th and 19th-centuries people started dropping it.
