The first step to develop skills is to understand what skills you want to develop.
Second, do a small research on that skill and know if that skill is suitable for you or not.
If yes, you need to start learning either by joining some class or from the Internet.
Once you start learning, you have to practice regularly and slowly, and you will learn a new skill.
