English is not a phonetic language.
As it is used widely throughout the world, local influence is visible in different geographical locations.
The Major difference for the use of R in American and British accent is that, in American, the sound is a bit longer compared to British pronunciation of the same word.
The vowel rule is there, but it's a rule of thumb, not a grammatical rule.
Just one correction for the previous answers, instead of using 'when followed by a vowel' it should have been 'when a vowel is before the R' or 'when a vowel is prefixed to R'.
