She can start learning now. Most important is her interest in particular Art Form. There is no age bar in learning any skill.

And if we talk about carnatic or North Indian Classical Singing so it depends, You want to go for South Indian Playback or North Indian Playback. Both are equally a fruitful and unique experiences. And Most important thing to be a Playback is "Daily Riyaz" with your Guru. When you feel you are doing good in singing than Try to perform in small concerts with the help of Event Companies. And Keep Working Hard in singing Field and Never Give up.
