Being fluent depends on your efforts, not the time consumed. And only byhearting stuff won't help you with a language. You need to watch movies, listen to songs, read and listen to news, radio and you can join forums to speak. Speak to your classmates and teachers as much as you can bevabec they're the only one who could talk to you in German. If you have German friends, Brownie points then!! Alles Gute! :D
