First determine if you have Windows 10 Pro or Windows 10 Home or Windows 11 Pro or Windows 11 Home.
You have options for installing Linux-
1. Partition your Hard drive, Install Linux.
2. With Windows 10/11 Pro, Use Hyper-V to install the Linux. Google for installing Linux under Hyper-V.

Do the following -
1. Own a desktop with current hardware and a minimum of 32GB RAM.
2. Download the Oracle product you want to learn.
3. Go through the instructions for installing the software.
4. Admin and User login passwords should be noted. Any URLs should be noted in the notebook.
4. Buy Oracle Books or use the Oracle documentation. Learn concepts of Database if you are installing RDBMS package.
5. Watch videos of reputed educational institutions on youtube. It is ok if it is an old video.
6. Choose and decide what you want to learn. Oracle RDBMS Admin or Oracle Developer. Know your ER diagrams, Decomposition, Inner Join, and Outer Join to name a few concepts.
7. Practice. Practice. Practice.
