Article 1 of the constitution mentions India that is bharat shall be the union of states which means states have not come together into a federation.
Like United States where states forms federation.
In India parliament has sovereign authority to change the land boundaries and can even destroy the states boundary just like it created Telangana from Andhra Pradesh.
But states cannot cede away from the union while union can includes other territories into India.
Thus it can be said that India is a union of states
