For Fluent English, you need to practice a lot. Stand in front of a mirror and start speaking, it's the best practice you can ever have. May be while practising in front of the mirror you may be wrong, but that will build up the confidence in you which is utmost important. There are few practical ways which will actually help you :-
1)Start thinking in English
2) Watch English Shows, Movies whatever you feel (Start with subtitles)
3)Read English Novels or Books of your choice.
4) Often at the end of the day, talk to yourself about the happenings of the day in English.
You will eventually improve if you will follow these tips whole heartedly for a period of 6-12 months.

Anyone can gain fluency in the language you want to be fluent in,
1) be hopeful you will be fluent
2) speak mostly in the language you want fluency, for e.g. if you're going to be fluent in English then speak in English most of the time or all the time.
3) focus on your grammar and avoid making mistakes and speak correctly without mistakes.
4) Don't worry about speaking wrong, speak continuously but whenever you find out mistakes, speak again without making mistakes.
Practice makes a man perfect. Join a community where people like to improve and talk in English. Give 2 minutes thought to those words where you hesitate every time. Prepare five lines on those words. Try to think and speak 2 min continuously without stopping. This is my 2 min formula. It really works! Tell me if it works for you.
