It depends on how many state variables are present in the system. For example consider a series RLC circuit, there are two energy storage elements or elements which has memory. So the order of the system is two. If there are n such independent elements, the order of the system will be n. If the number of energy storing elements are not independent, the order of the system can be less than n.
