For eight grades of Trinity college for piano or any other instrument, I have seen students taking upto 6-10 years in total. It depends on how much time they spend on daily practice.
Then another three years will be required if the student wishes to get a diploma or postgraduate level degrees in music.
For piano, students can start at the age of 5-6 also.

As far as I can tell Guitar strumming is the easiest thing to do on Guitar :)
What can be little more complicated is chord transitions. (changing chords without a break)
But with disciplined, consistent practice, you can achieve it in a few months. :)
