In a covalent bond, electron pair is shared among the two-atom. It simply means the probability of finding an electron is maximum at the middle part of the two-atom.
As carbon has four outer electrons that can be shared, it neither completely give 4 electrons nor take 4 electrons to complete its octet. If it provides 4 electrons, the overall positive charge on the atom increases, which an atom can't handle. If it takes 4 electrons, the overall negative charge increases, which is again not handled by an atom. That's why it from a covalent bond, i.e. it shares its electron nither give wholly nor take completely.
