Yoga involves asana, pranayama, meditation and recitation as well. So best time for meditation is morning so you can divide your time accordingly. In morning half hour - meditation and half hour- pranayama and in evening you can go for asana and recitation which will build your each path correctly.

Practicing once a day is enough actually. But if you're planning to divide time for practice, you can practice like this:

Morning: warm-up, Surya namaskar 3 to 11 sets as per your capacity, shavasan, pranayama, meditation

Evening: little warm-up, asanas, shavasan.

Pranayama should be practiced at least for 10 min. Meditation should be for at least 30 min but again depends on your capacity. If you're new to meditation, start with 10 min and gradually increase time.

For asanas, include standing postures, forward bending postures, backward bending postures, sitting postures, prone postures, and supine postures. Shavasan should be for 10 min min. Remember you're not supposed to move in it.
